No wonder you're struggling.
Try something like picrel. Top nodes are for making the bolter tolerable to use. You can ignore the right side if you're tight on points. Shout is the ability you want, because it buys you much needed space for reloads, and piss toughness is incredible.
You can theoretically skip deadshot until you are leveled enough to take the keystone and target down, because it'll be necessary for stamina.
To turn your bolter into a head-popping sniper rifle, do collateral dump, unyielding, carapace, surgical, pinning fire. There are other ways to build the bolter, but I don't like magdumping it on veteran unless it's an absolute emergency.
Run a single stamina curio with this build. Chances are you only have a +2, but that's fine.

You can just run any melee weapon you like, just make sure it has horde clear and you're comfortable with using it. I like shovel. Power sword is very strong but also extremely clunky and hard to use, and the bolter is clunky enough as is.
