"3D game" is ambiguous terminology.
Using "3D graphics", i.e. perspective projection, means there must be a "camera" point that you're seeing out of.
But there are also games with movement in 3 dimensions that use parallel projection, so no camera. Super Mario RPG, Sonic 3D Blast, etc.
