We don't know the actual politics of the empire. All we know is that Minus the Witch was fucking them up for awhile, Hero Himmel & Party killed the Demon King (which is something of a blemish on the empire's own track-record of successes), and that there's been a hit-list out on choice individuals since Frieren's own involvement in the Demon King's demise. We also know that, internally, the Shadow Warriors have murdered some political magnets and royalty at various intervals since going rogue.

I honestly don't see the point of this arc. It feels completely disconnected from the rest of the story. It's going to take some kind of special writing to convince me the author didn't write himself into a corner by accident and is taking the low road of shonen-tier bullshit shenanigans to get out of this.
