Then the suicide mission idea doesn't make sense.

That's a good question, but one I'd be fine not knowing. IMO the problem with FF16's story and lore is that it tries too hard to explain things and ends up writing itself into corners and contradicting itself.

I don't recall anything about those 4 being the best of the best or anything like that. But the game gives zero examples of a Dominant being taken down by a non-Dominant. Not one example of that in the entire game. So, seems unlikely.
But Clive's comrades didn't turn on him. One of them is crushed by a rock early on. Another is taken about by an Ironblood axe, which I will come back to later. The last one was the squad's Commander and Clive betrays him, not the other way around. Unless the assassins fulfilled their duty, they would be branded traitors and be hunted down across the land. And being "trusted" to go on a mission entirely alone to kill one of the only 7 known Dominants in the land, you'd think their masters would have high confidence they would not disobey their orders or desert. Clive's actions, or rather inaction, threatened to put to death his Command, and if his comrades were still alive, their lives as well.
Now, coming back to the axe. THE IRONBLOOD HAD TAKEN THE HIGH GROUND, SURROUNDED THE THREE REMAINING ASSASSIN'S WHO HAD JUST DEFEATED THEIR WALKING NUCLEAR WEAPON, AND THREW ONLY ONE AXE AT ONE GUY WHEN ALL THREE WERE UNAWARE OF ALL THE IRONBLOOD. WHY THE FUCK DID THEY NOT ALL THROW THEIR AXES AS ALL THREE OF THEM SO THEY COULD TAKE BACK THE ONE THING THAT HAD ENABLED THE IRON KINGDOM TO ADVANCE AS FAR AS THE REPUBLIC IN THEIR HOLY WAR AGAINST THE NON-BELIEVES ON THE MAINLAND?
OH AND THEN CLIVE GOES AND PICKS UP JILL AND PRINCESS CARRIES HER OVER TO THE SIDE OF THE ARENA WHILE ALL THE IRONBLOOD JUST STAND THERE AND FUCKING WATCH.
Then the suicide mission idea doesn't make sense.
