Its easier to get a [Good] relic above those that you get from Remembrances than it is to get a [Good] chalice gem above the Mensis droplets, especially when we're talking about Abyssals.
But getting a [Perfect] relic is harder than getting an OoS BLT gem without a bad Curse. Although a nearly perfect relic with a palatable third effect would probably be easier.
That said I don't think we even know the full rules of how Relic effects generate and roll. Some effects on a supposed god relic could just be exclusive to each other.
