Base GT Goku is around the strength of old SS3 Z Goku. This Goku in SS4 is STILL weaker or equal to Buu Arc Vegetto. Him and Oozaru Baby gets to around Kid Buu+ (GT is in Anime world where Kid Buu is the strongest) level. This makes SS4 a tiny multiplier compared to the SSG one.

Some things you have to understand before we can continue. We never saw SS Vegetto go all out. Remember GT takes place in the Anime timeline where scaling is different. In the Anime, Base Vegetto was fighting Buuhan quite easily (https://www.youtube.com/watch?v=gHtLq634Fh8).

Never specifies which Buu. It could be the weakest (Mr Buu) or it could be the strongest (in the Anime timeline that's Kid Buu). Either way, Goku is stronger in base in GT than he is as a Z SS3 by this point. There is no proof he has surpassed Super Vegetto by this point
Then you get later into the Baby Arc where Goku says this about Baby Bejita Strongest Form 1. Only here and now are they definitively above everyone Goku has ever sensed, which include Vegetto since he was a part of that.

How could SS4 be a billions of times increase and still be equal to someone only 10-80x what he was before? SS4 is 4000-32000x Base. The latter is generous.
All of that to be barely above SS Vegetto. Super BTFOs Vegetto Arc in its first and continues to get exponentially stronger.
