I've seen the myth self replicate by soldiers seeing that the rifle was adopted as anti-materiel, so they conclude using very limited logic that using it in any other way must be illegal. There's enough consensus among clueless soldiers that makes the idea reenforced.
I've also had soldiers (again those with zero experience with the rifles) that M107s aren't sniper rifles because they are hobbit inaccurate and they are so inaccurate because they are only meant to shoot at big targets and not at people. All of this is wrong, but people cling to myths
