if leviathans were rarer miniboss-like encounters or even a side objective that was rewarded for taking a few of them down and didn't just constantly roam the area uncontested, i'd be all for them. i'd even advocate for them to be more dangerous. as it stands now your options are
>don't shoot them down, have to hide with overhead cover (if any is even available) to not get vaporized at random from 200+ meters
>shoot them down using personal AT stratagems, end up using an entire RR bag+some extra, or a ridiculous number of warheads just to shoot one down while juggling other enemies
>hit it with stratagems that prefer not to target it like strafing runs
>even if you do shoot them down, you'll run into the same problem in another 60 seconds, so you just need one or two people pulling full time anti-air for no tangible benefit besides getting randomly vaporized somewhat less
