It's anecdotal to say people move out of consoles and into PC, but not mobile. People could be moving into PC, mobile, or just out of gaming in general. Then there are people who's first gaming device is mobile, but maybe they want to move into PC or console as they get older. Unless you have some surveys or polling that shows that, it's just a guess.
What is happening is the industry have found success and growth in the mobile and PC markets and no longer find it in consoles. That's why fewer devs bother with exclusive deals for platforms and now just go multiplatform. Because people have already moved away from consoles.
Only Nintendo remains in the console realm as a true provider of exclusive experiences, but the cost of accessing those experiences is growing higher as people can play more and more games for free on their existing phones and PCs/Laptops.
The poor of the world cannot afford the rising costs of consoles while the rich of the world can afford to spend unlimited amounts in live service games to show off their wealth in socially-oriented and online connected gaming experiences that are becoming more and more common.
