They're not direct copies no, but their relationship is entirely centered around justice and the vague outline is very much inspired. Flynn works from within the empire to change things, getting promotions from being a lapdog, and Yuri is enacting his own personal sense of vigilante justice.
Graces had the Geass costumes too so I'm certain it was on purpose.
Too bad we didn't get any of the licensed costumes in any english version.
