X-men writers have had the problem where they are terrified of making any anti-mutant human villain beyond just a minor jobber or a caricature for whatever X-men character is the mouthpiece for the writer to go prove wrong. It bogs down most mutant stories since the anti-mutant humans are either just random lynch mob or bigoted goons that only exist to be cannon fodder.
Having villains be genuinely terrifying, imposing, and cool can really elevate a story because it makes the stakes higher and it's true what they say, a good story needs a "good" villain. X-men writers need to stop being so wishy-washy with who the mutants fight.
