My understanding of the subtext is that he had a falling-out with some of the sload where he came from, and intends to manipulate the tamrielic peoples under his control to get back at them, perhaps using the greydust addicts as his army of zombies-but-not-zombies. This may be important because he talks down on the Worm Cult and they're obviously necromancers, so they might be his enemies.
Or, it's all a ruse and he's in on the worm cult thing, and this is his sneaky and smart way of building an army of zombies without it looking like necromancy.
Or everything he says from A to Z is a lie and he's just a greedy asshole.
