Although Black RX was a direct sequel story-wise, it's clear they still wanted it as a clean jumping in point for any viewers. Thus making mostly a standalone story with a very different atmosphere. It had the same producers, but for main writer in RX Takashi Edzure, who did the final arc of Skyrider (among many other episodes, but he wasn't the main writer initially) and the main writer of Super-1.
He -really- doesn't care about continuity. Even in Skyrider he introduces a completely new backstory setting up the final arc, which clearly lined up with what production wanted out of RX anyway, for it to be mostly independent.

We kind of know. Deathgaron was designed by Keita Amemiya with the visual motif of a Rider.
Now, that's just in his own design notes, from his own artbook. It's not clear production itself ever intended for Death Garon to be more than a monster of the week. But Amemiya did design him to be Riderish.
