All the leaders in Civ VII are independent of their own civs. You can play as Pharaoh Harriet Tubman of Egypt or Emperor Harriet Tubman of the Qing Empire.

I'm not defending her inclusion. She was an awful leader pick, but Civ VII has notably bad leaders
