It's intentional, I guarantee you that Rouxls will be the final fucking schizoboss of the Deltarune or the one before final final boss, there's no way he's NOT important, he appears in every chapter, does stuff, conveniently blocks paths, can use rules card duh, looks awfully like Gaster, sometimes says cryptic shit...either final schizoboss or he's the Knight or someone working for the Knight, there's no way he's just a huge joke character...i mean he can be but i feel like there's more to Rouxls than just being a mockup...
