Kremlin and Putin definitely do not perceive this war that way. Otherwise reforms inside the army command would have been much more decisive and done faster. Thievery of budgets and on MIC contracts is still everywhere. Incompetent generals lose their positions only after a sea of blood of their soldiers spilled, if any. MoD is failing to adapt to ever changing war adequately, it's bureacracy is living is peacetime routine still.
Massive amount of money is being spent on all kinds of bullshit not associated with war effort. Morale damaging problems like incidents with chechen churkas being untouchable by the law are not addressed. Growing migrant problem, another morale damaging situation is not addressed, quite contrary, Kremlin shills for more inflow of muslim churkas as we speak.
Younger cadres in army and civilian MIC are largely being ignored in favor of senile geezers and trusted ((capitalists)). Anywhere you look in the field of war effort, everywhere someone affiliated with Kremlin or with ((respected people)) tries to usurp or sit on money flow and gain his personal profit from it.
