the ceo concept should die entirely. self-inserts and chose one characters are shit writing. i'd rather prefer working for mister faber. they should call us his top guy or if you are into the mafia lore we'd be capos or captains.
online missions should be that the biker president, ceo, leader of the ballas or vagos tells you to do work for them. in a lobby you can just work for a gang/ceo of being one yourself. that way if there are 64 players you could have 16 players per faction.
pay is the same to encourage picking by preference rather than money.the map is split into zones much like cartels do IRL. the game itself registers basic violations like selling drugs for more money in a zone controlled by another faction. if you pull it off, double money. but you are marked on the radar if you gain too much heat for territory incursions.
