Is it fair to say that Death Stranding 2 is Kojima's best written game?

I actually feel like he listened to a lot of the criticism of DS1. Dialogue feels more natural, characters ramble way less, the emotional moments mostly hit and the cast is pretty solid. Sam feels more like a proper character in this game and I like how they leaned into him being a weird sperg. Higgs chews the scenery but in a really fun way. It's still got a lot of Kojima'isms but its mostly the charming enjoyable kind, I only found myself thinking "Oh shut the fuck up" like 5 times or so, which is pretty good for a Kojima game.
