I think it's more likely that the increased visibility of big titty women on the internet makes us more likely to see them getting breast reductions and thus consider it common. There's also sampling bias. if you polled 100% of e-thots and asked "would you ever get a breast reduction?" almost all would say "No" because they'd never need one in the first place. Of course the e-thots with ZZ-cup gigamilkers that give them spinal deformities by age 30 would respond "yes" at a higher rate.
