Yea, I work in the bureaucracy and I can tell you it is no a smart thing to fight against it.
not because it is right but because it's very hard to change things from the outside and certainly as a random citizen.
Even when a law changes and the bureaucracy has to change with it it can take a good long while before it does. Because a bureaucracies coin is stable inertia.
