Cruel-de-Sack
A sneaky teenager who rutinely defrauds kids of their allowance, usually by asking to "borrow" it and never paying it back.
Her powers are more potent when used on boys both teen and kid alike, but struggles with kids who have older siblings particularly teenage girls who can easily wipe the floor with her when they stand up for their younger sibling.
She also has a French accent.
