A nuclear detonation requires a conventional explosion to start the nuclear reaction, so as you reduce the yield, you reach a point where the conventional explosion outsizes the nuclear one.
The US developed the M388 which had a yield of about 10-20 ton and that's probably the smallest viable nuclear warhead. If you went smaller then you may as well just use a regular explosive.
