From what I understand, Delilah has been handling that part of the Ichor and creating the Toons, what I'm assuming is that Gardenview Entreteinment has got a side business with extraction of this material, what i'd assume is that they originally went for Oil reserves but got Ichor instead, so with her research, Delilah figured out how to make life which then was used for higher profit by making the toons.
