Honestly it's not even that, it's that if you lose a unit then it was either accidential and didn't matter because it's a low level or you just lost a powerhouse because of an unlucky boss crit and can't beat the game anymore.
Most of these "SRPGs" share the same problem of just having 2-3 god units that win by themselves and everything else stays benched or on low level.
Langrisser did it right by giving you a bunch of goons with fixed stats while the unique units cast spells or position themselves to boost as many units as possible.
Valkyria Chronicles also had a good thing going on with levels attached to unit types rather than individual units, unfortunately the games suffer from a myriad of other issues, like the braindead AI even for genre standards
