Medusa, and maybe her sisters(?), were, but the general span of their species wasn't. There's conflicting accounts: some were Echidna's brood, some were born from the sea monster Ceto, and some were birthed by Gaia.
They were originally ugly, but by 500 BC you were already seeing beautiful Gorgons being depicted. Looking this up the bigger surprise (for me) is that the older Gorgons kind of resemble Oni or maybe some kind of East-Indian Monster with the curling lipped face and the teeth. They also used to have wings.
