Old Rod time!
>Magikarp
It's Magikarp! You know how he is, slurping up your EXP and lazing around being useless like he's Garfield on Monday. You *could* catch Magikarp now and train it until it's an awesome Gyarados, or you could skip the hard part and just catch one later on, there's a whole lake of 'em in Johto. Depends on how early you want it. Gen 4 Gyara is always worth it tho.
>Tentacool
Probably an overlooked pick for Johto teams, but as soon as you get over how bad its early level moves are (such as when you get that Surf HM) it becomes a very reliable Water mon.
>Qwilfish
You might be here for a while running circles until you get a call that Qwilfish are swarming, but you can do it early on too if you wish. In terms of usefulness, Qwilfish is like Tentacool but even more niche in appeal, same typing but a more awkward stat spread and the moves are a bit different. Still a fun guy.
>Poliwag
Similar to Wooper in that it's cute as a button, but it's not Ground type, it's much faster and has more spatk, and gets Hypnosis. Another mon where the player has to make actual choices for how to build the mon, as it has a split evo path who both require items (and one, also a trade). Poliwrath is ballin', Politoed is a disappointingly average Water-type in spite of the tricky evo method. Still, could be worse.
>Krabby
Ohhh, boy. It's post-physical-special-split Krabby! And... it gets Crabhammer at lv54. And it doesn't get Waterfall. Bummer. It still hits like a truck even w/o its best move though, and that's cool in itself.
>Sandshrew
Cute, but not strong at all. Long gone are the days of lv17 Slash of gen 1. Struggles to get much done without TMs or HMs.
>Goldeen
A hipster choice if there ever was one. Pierce the heavens with your Horn Attack. This guy gets Waterfall in its lvlup movepool! Even the worst of Water types is kinda good, desu, and Seaking certainly *isn't* the absolute bottom of the barrel.
