R07 in interviews always kind of used loose language about that, suggesting it was just an idea or something in his head. Probably because he wanted space to delay the break off like this in a future story if he felt like it. Even in the story, Rika's declaration that Bern is now a separate existence from her comes out of nowhere and you'd only believe it because otherwise these lines are completely pointless.
