That's hard to say because Gen II was always doomed to fail considering the circumstances we have to deal with in this timeline. You cannot simply keep everything as is, flip the reception, and still have a coherent reality. Actual questions to ask would be "What if Tajiri had given Masuda control from the start? What if Gen III's aesthetic direction had been introduced a gen sooner? What would Pokemon look like after *that* managed to keep Pokemania going for another gen?"
