I missed a fuck ton of genshin characters with slightly below average luck (having started on the second year), so not sure what you mean. Regardless I prefer to get 2 character and skip one every 3 months than getting just one every 3 months and skipping none, so that logic doesn't make sense to me. Having every character, even ones I'll never use is just pointless waste of time and resources.
