I wonder if it was rushed or the source material was just a pain in the ass to adapt in the short OVA format. Adapting a video game that long with that many details over a five year span, seemingly without having a hard lock on your final episode count, sounds like a time of it. They took sensible shortcuts, but eventually the shortcuts caught up with them and you realize that you can't make saving Colette repeatedly the only throughline of your show.
