We already have chip fabs in the USA. Samsung, Intel, probably others

It's not big of a deal compared to the bill and might as well get it rolling. Republicans aren't the only ones that want this, it makes sense to have options for the consumer, even if USA made chips are sold at a premium. Things like this already exist
