I think the main reason the setting has so many gods is because the setting has alot of different cultures that can view the gods in different ways.

Admittedly, this is an underutilized part of the lore, but I think that's more because alot of the different cultures haven't been fleshed out like the Dunmer have for example.
As for "The Book of Daedra" in game book: I've always viewed that as a compendium written by Imperial Scholars with an Imperial Interpretation of what the Daedra are. There is no proof of that however so it's just my interpretation.
