It's too subtle but it's there
Both at the party and after you kill the priest you see her struggling to reconcile her dogma with the life she sees you having in the upper decks
When she kills the traitor priest she starts wondering if she is just as brainwashed as he was.

Which is specifically what makes her doubt herself in picrel. The fact that she was raised to serve and have no real personality of her own is kind of the whole point of her story, and why she constantly seeks reassurance from the player that having feeling for him is normal and not something forbidden.
That's a character. Could have been done better? Sure, but it's there.
Also being loyal to you is not the only arc a character can have.
