I think is accurate. Norks are essentially Stalinists, which is to say they're mob bosses, which is what happens after a commie revolution in which a new communist elite kills their internal opposition and sets up a dictatorship to totally re-engineer the society, which requires them to take ownership of everything, and that also changes them. So what you end up with is a regime that does the saber-rattling but the inner party preserving their relative wealth and power inside North Korea is everything.
There's a book called Red Plenty by Francis Spufford about the USSR in the 1950s. "They were social scientists who thought principle required them to behave like gangsters. … Stalin had been a gangster who really believed he was a social scientist. Khrushchev was a gangster who hoped he was a social scientist. But … the Soviet Union would be governed by gangsters who were only pretending to be social scientists." Or this:

I think Iran has been more about exporting its Islamic revolution, but I could see Iran maybe turning into something like this. Like if there's more tapping into Iranian nationalism. Apparently they've been doing this now, it has been noticeable in Iranian propaganda billboards on display after the Israeli attack.
