I agree with this. It was true when Deer Note released as well. Everyone in TCG just got caught up on its ability to summon Chaos Ruler and PEP without giving Dragon Drive the chance it deserved.
That tier list is by the Japanese representatives for the MD World Championship though, including Tasuku who is probably the best PUNK player in the world. It's not quite the same as looking at a Western tier list where half the people view anything below tier 1 to be rogue, and rogue to be nearly synonymous with worthless.
