Flins needs Ineffa but Ineffa does not need Flins. She's strong enough in her own right that she has tons of powerful teams with many already existing DPSes and drivers even before her actual artifact set is out. She's even good outside of her intended playstyle. She's less Electro Emilie and more Electro Escoffier but with a shield instead of healing.

Meaning that just like with Escoffier, you don't have to get her, but you'd be pretty fucking stupid not to at least try. Chick is good.
