What you have to realize is that there is a massive, rampart, unceasing, and uncompromising campaign to censor EVERYTHING about the Chaos Gods in both Fantasy and 40k. The average joe quite literally cannot know any better than what the Chaos Gods are telling him because trying to fact check will get him tortured and killed by the self proclaimed "good guys".
Thus people fall for them because the Chaos Gods will tell them how amazing it all is and give them a smidge of power to taste as "proof" while purposefully keeping the consequences hidden and having an easy scapegoat for what the "consequences" are in the form of the inquisition/witch hunters, so the poor human is led to believe that's the one and only consequence he'll ever have to face while also believing the power granted to them by said Chaos God will let them overcome this consequence.
This massive censorship campaign ironically benefits Chaos the most as it ensures they can freely manipulate fools who have no recourse or chance to ever know any better.
