This is flat out wrong, many drives and instincts can be pinpointed to specific brain states and brain regions. Technically, everything you experience can be mapped and reduced to brain states and how your brain arrives to these states is determined by your brain chemistry, the arrangement of neural pathways both of which are determined by your genome, although brain chemistry can be altered by outside factors.
