More often than not videogames forget to have "downtime" in their universes. It's always castles and blacksmiths and generic inns and peasant homes but never, like... banks that serve clients with letters of credit and the like, or carpenters whose sole business is making wardrobes and shit, or embassies with posh nobles where suddenly being a world-trotting warrior in armor is a detriment if you're looking to fit in, or a navy with dozens of NPCs involved whose sole purpose is sitting around in their ships to give the illusion os this world bigger than what the player can imagine. I feel that's what makes Tamriel Rebuilt stand out, it takes the solid base of Morrowind's approach to lore and world building and autistically builts up the rest of the world without diminishing in quality, but rather adding to ti. You could spend several gaming sessions never leaving Old Ebonheart, just walking around taking in the mood, the atmosphere and the feeling that this world is truly *alive*. That characters have lives and professions and aren't dedicated solely to revolving around the player, which is funny given this is a game without NPC schedules or the ability for them to even move from their static position that much, really. But it works.
