I wonder how much of it is budget and how much is actual talent. I think the CG team used in MoS was in-house and you had a director with a very keen visual sense who could micromanage those aspects. Even ZSJL made for peanuts in budget humiliated the CG work of Whedon's JL.
I'm of the belief that the ceiling for talent was simply higher 15 years ago in Hollywood compared to today. The ceiling has been gradually lowered amidst overreliance on digital methods and outsourcing. Not to mention how much talent streaming absorbed in their desperate bidding wars. Regardless of budget, I don't think Hollywood has the capacity to create a movie like MoS today.
