Wait, as a Geologist, I just thought of something. If you just need a metallic fluoride salt to prevent ignition, then just use one of the many natural ones for a good case coating. Fluorite is already super common to use as a flux so not hard to get, and you just need to basically apply the coating as a glass on a nanocarbon matrix so it won't go all 4D cleavage on you.

Bonus, if you use the fluoride form of Apatite, you could LITERALLY COAT THE CASES WITH THE BONES OF YOUR ENEMIES!
