Norg is the one paying your party's salary. He is a millionaire who invested in Cid's military school project, and he gets his profits from SEED's mercenary work.
Cid created SEED to turn teenagers with attitude into monster-summoning witch hunters, but Norg just wanted SEED to do more mercenary work and stay away from troublemakers like Edea.
He basically gets kicked out of the plot after you defeat him because FFVIII's plot is a rushed mess and most plot points don't go anywhere.
