It's used as blackmail by people in high places to threaten anybody who goes against them; Pedos in high places also threaten other pedos with it -> "if you expose us, we'll put you on the list" type blackmail. And also it's used as a mechanism to simulate that the government is concerned about the issue and its working keeping your kids safe, but in reality they only catch small fish poor retards who are too stupid and/or are not connected in the high places
