If you have an ipad you can just get procreate and an apple pencil and you're ready to go.
If you need something cheaper a small wacom may be enough. There is some adjustment period of watching the screen while you draw but after a bit of practice it becomes second nature.
I wouldn't recommend a big expense until you feel more comfortable drawing, specially since you are just starting.
