why, you ask? simple - look at the way the ruling party and the nation developed over time, it was merely responding to external factors just as much, if not more, than it was putting it's own ideology into practice
look at britain for example; nobody then in the 1940s would have believed that an indian or a pakistani would become prime minister or mayor of london but it happened simply because they were given no alternative and alternative is the keyword here because much of what i've discovered about 19th and 20th century history and politics has been the result almost purely of wealthy influential background actors dictating what happens to nations - the alternative would have been to arrange a peace deal with the nazis but that was impossible as actors behind the scenes were pulling the strings - see the european banker who funded churchill only because he stood up to hitler
