Altmer culture & religion is older than the Mortal World. Everything sacred to the Altmer predates the Mortal World's creation. They view the world as Hell and Lorkan as the Devil, so they do everything within their power NOT to change as the world does. If they did, they believe their faith would become as evil as the world.
Veloth simply denied that the world and Lorkan were inherently evil. He completely abandoned the Altmeri way of thinking he from which he came from to create something new. It DOES have giant gaps in its belief structure. Veloth couldn't make a complete religion because he abandoned everything he previously viewed as sacred to go look for something different to take its place. What that something was he didn't know when he set out. The journey began completely on Faith.
Most, if not all, of Velothi Ideology before the creation of the Tribunal Temple, were effectively just instructions on how to survive upon the world. It's where the veneration of adversity came from. It is what made them strong enough to thrive in a hostile environment, and thus was sacred by merit of the fact that they had nothing else.
What we have been discussing are the beginnings of a culture and belief system. Not it's end state.
And before we go there it's end state only leaves you with the Half-truths of Vivec.
