Yep, they fix shit etc when it gets bad, but most apartment buildings are just old commieblocks from 70s renovated from the outside with new panels. That's fine, if it's livable, then ehatever, but for example water in the capital is undrinkable in most places in the capital. People have complained for years/decades, and they still won't switch the pipes or wherever. Pi rel is my friends apartment, looks okay from the outside, but it's just a very shitty old renovated commieblock.
