The last Dragon Ball chapter looks worse than the first one. They're not the same style so the comparison can only go so far, but late game Toriyama was tired.

I think the art peaked during Saiyans personally. Namek is close to that level but lost some details and looked less visceral overall. Cell is a lot weaker especially choreography wise. Buu has better choreography and sense of scale than Cell but also a higher amount of simplified panels with less details. Piccolo Jr has a great amount of details and is technically very solid too, putting it close to Saiyans level.

Anyway, why do you think early DB looks so much worse than other arcs? Especially endgame arcs, which have some issues artwise.
