Yes, those are parasitic cards. It's not a binary situation, there's a full spectrum. Fluctuator in a set without any cards with cycling will basically do nothing. Same with rumbling aftershocks. Same with lucky clover. Just because cycling and kicker are more commonly seen, does not mean they can't lead to parasitic design. Cycling itself will interact with cards that count draws, discards, activated abilities, etc. Kicker is a bit worse off, but there can be creativity in the costs and with stuff like the 4+ cost mechanic in FF. Adventure doesn't do shit except with stuff like casting from exile (which warp also does) or cards that directly reference it.
