for demons their food is humans so they have a interest in hunting them efficiently, their hierarchy is entirely based on mana / power so there is no need for complexities in hierarchies or bureaucracy because they don't need to farm or build with hands
their entire bread and butter is hunting and the only reason they need to cooperate is to survive and hunt more efficiently
